Hostinger used to offer cPanel reseller hosting but they discontinued it a while ago.

The only option to set up reseller hosting on Hostinger is to buy a VPS then buy a cPanel/WHM license separately and install it on your own. It’s completely self-managed so support doesn’t help with any technical issues. That’s not good for non-technical users.

Hostinger also has an Agency plan that allows you to host multiple client websites, but it’s not really meant for reselling hosting accounts.

If you want traditional cPanel reseller hosting, a couple of better alternatives are Shock Hosting and ChemiCloud.

My experience has been great with both of them. Their support is better than Hostinger’s AI-based support, especially Shock Hosting.

There is also less upselling with these two. For example, they don’t charge you an extra fee for email accounts like Hostinger does. You get free email, SSL certificates, backups, malware scanning, etc.

ChemiCloud offers a free Blesta license with all of their reseller plans, and some plans include a free WHMCS license.

If you need a lot of storage, Shock Hosting gives you unlimited storage. Their inode limit is also pretty high (1 million inodes per account).
